Stay Cool This Summer: New York’s Free Air Conditioner Program Now Open Amid Federal Funding Uncertainty 

As temperatures begin to climb, New York State has officially opened applications for the 2026 HEAP Cooling Assistance Benefit. Eligible residents can apply for a free air conditioner or fan to ensure their homes remain safe during the peak of summer heat. 

However, the future of this lifeline is uncertain. The Trump administration has proposed a federal budget for the 2026 fiscal year that seeks to eliminate the Low-Income Home Energy Assistance Program (LIHEAP)—the very program that funds these cooling units. While similar efforts were defeated in the past, the current proposal calls for a $4 billion reduction, arguing the program is “unnecessary” due to state-level utility protections. 

For now, the program remains fully active, and New Yorkers are encouraged to apply immediately, as funds are distributed on a first-come, first-served basis. 

What the Program Covers  

If you are eligible, the program provides one cooling unit per household. This includes: 

  • Window or Portable ACs: Up to $800 for the unit and installation. 
  • Wall Sleeve Units: Up to $1,000 for households with existing wall sleeves. 
  • Fans: Provided in cases where an air conditioner cannot be safely installed. 
  • Labor & Removal: The benefit covers materials, labor, and the removal of your old, inefficient unit. 

Are You Eligible?  

To receive a cooling unit, your household must meet the following criteria: 

  1. Income Requirements: You must meet the monthly income guidelines (e.g., a maximum of $3,473 for a household of one, or $6,680 for a household of four). You are automatically income-eligible if you receive SNAP, Temporary Assistance for Needy Families (TANF), or SSI. 
  1. Vulnerability: Your household must include at least one individual who is 60 years or older, under age 6, or has a documented medical condition exacerbated by extreme heat. 
  1. Equipment Need: You must not currently have a working AC, or your current unit must be at least five years old. You cannot have received a HEAP-funded AC within the last five years. 

How to Apply  

Because funding is limited and the program could face future federal cuts, residents should apply as soon as possible. 

  • NYC Residents: Apply online via ACCESS NYC or the ACCESS HRA mobile app. 
  • Outside NYC: Apply through myBenefits.ny.gov or contact your local Department of Social Services. 
  • By Phone: Call the HEAP hotline at 1-800-342-3009 or NYC’s HRA at 718-557-1399.
